This paper reviews the AWARE(TM) software distributed by the Electric Power Research Institute (EPRI). The program is designed to facilitate the Federal Energy Regulatory Commission (FERC) license renewal process for US hydropower installations. The discussion reviews the regulatory, legal, and social contexts that give rise to the creation and distribution of AWARE(TM). The principal legal impetus for AWARE(TM) is the Electric Consumer Protection Act (ECPA) of 1986 that directs FERC to give equal consideration to power and non-power resources during relicensing. The software is reviewed in this paper from several perspectives including those of natural resource economics, systems modeling, and the social context within which FERC licensing decisions are made. We examine both the software and its underlying methodology and find significant problems with each. Because of its flaws, AWARE(TM) does little to further ECPA's equal consideration requirement. We find that the conservation and restoration impact of ECPA for US fisheries could be seriously hampered by the widespread use of AWARE(TM). (shrink)

A general framework for analysing the effects of variability and the effects of interruptions on foraging is presented. The animal is characterised by its level of energetic reserves, x. We consider behaviour over a period of time [0,T]. A terminal reward function R(x) determines the expected future reproductive success of an animal with reserves x at time T. For any state x at a time in the period, we give the animal a choice between various options and then constrain it (...) to follow a background strategy. The best option is the one that maximizes expected future reproductive success. Using this framework, we show that sensitivity to variability in amount of energy gained is logically distinct from sensitivity to variability in the time at which food is obtained. We also show that incorporating interruptions results in both a preference for variability in time and a preference for a reward followed by a delay as opposed to the same delay before the reward. During active vision, the eyes continually scan the visual environment using saccadic scanning movements. This target article presents an information processing model for the control of these movements, with some close parallels to established physiological processes in the oculomotor system. Two separate pathways are concerned with the spatial and the temporal programming of the movement. In the temporal pathway there is spatially distributed coding and the saccade target is selected from a Both pathways descend through a hierarchy of levels, the (...) lower ones operating automatically. Visual onsets have automatic access to the eye control system via the lower levels. Various centres in each pathway are interconnected via reciprocal inhibition. The model accounts for a number of well-established phenomena in target-elicited saccades: the gap effect, express saccades, the remote distractor effect, and the global effect. High-level control of the pathways in tasks such as visual search and reading is discussed; it operates through spatial selection and search selection, which generally combine in an automated way. How do the hard facts of political responsibility shape and constrain the demands of ethical life? That question lies at the heart of the problem of 'dirty hands' in public life. Those who exercise political power often feel they must act in ways that would otherwise be considered immoral: indeed, paradoxically, they sometimes feel that it would be immoral of them not to perform or condone such acts as killing or lying. This article discusses the manipulation and measurement of levels of situational self-focus, which is generally labeled ''self-awareness.'' A new scale was developed to quantify levels of public and private self-awareness. Five studies were conducted to assess the psychometric properties, reliability, and validity of the Situational Self-Awareness Scale (SSAS). The SSAS was found to have a reliable factor structure, to detect differences in public and private self-awareness produced by laboratory manipulations, and to be sensitive to changes in self-awareness within individuals over (...) time and across situations. The SSAS can be used as a manipulation check of laboratory self-awareness manipulations and as a means of assessing naturally occurring fluctuations in public and private self-awareness in order to clarify the relation between self-awareness and other variables (e.g., mood and memory). In a fascinating and challenging article in this journal, Kadri Vihvelin presents a spirited and vigorous critique of the strategy of defending compatibilism about causal determinism and moral responsibility that employs the ‘Frankfurt-examples.’ Here is her presentation of such an example:… Jones … chooses to perform, and succeeds in performing, some action X. Tell the story so that it is vividly clear that Jones is morally responsible for doing X. If you are a libertarian, you may specify that Jones is (...) an indeterministic agent who can choose otherwise, given the actual past and the laws. If you are a compatibilist, you may fill in the details so that Jones does X in a way that satisfies your favorite account of the counterfactual or dispositional facts that make it true that Jones could have done otherwise in the sense you think relevant to responsibility. Now, add to your story the following facts: there is standing in the wings another agent, Black. Black is interested in what Jones does. In particular, he wants Jones to do X and, moreover, Black has it in his power to prevent Jones from doing anything other than X. (shrink)

Firms’ real estate choices significantly affect their sustainability, due to real estate’s impact on the natural environment. This paper investigates the ecological responsiveness of firms in specific industries by analyzing the decisions these firms make in occupying office space. We analyze the decisions of more than 11,000 tenants to choose office space in green buildings or in, otherwise comparable, conventional buildings nearby. Controlling for building quality and location, we find that corporations in the oil and banking industries, as well as (...) non-profit organizations, are among the most prominent green tenants. Furthermore, measures of an industry’s human capital intensity are positively related to the propensity to lease green office space. These empirical findings confirm the theoretical framework on economic advantage and institutional pressure as important determinants for the ecological responsiveness of firms. (shrink)

Here we present and develop the hypothesis that the derepression of endogenous retrotransposable elements (RTEs) – “genomic parasites” – is an important and hitherto under‐unexplored molecular aging process that can potentially occur in most tissues. We further envision that the activation and continued presence of retrotransposition contribute to age‐associated tissue degeneration and pathology. Chromatin is a complex and dynamic structure that needs to be maintained in a functional state throughout our lifetime. Studies of diverse species have revealed that chromatin undergoes (...) extensive rearrangements during aging. Cellular senescence, an important component of mammalian aging, has recently been associated with decreased heterochromatinization of normally silenced regions of the genome. These changes lead to the expression of RTEs, culminating in their transposition. RTEs are common in all kingdoms of life, and comprise close to 50% of mammalian genomes. They are tightly controlled, as their activity is highly destabilizing and mutagenic to their resident genomes. (shrink)

Jesse Prinz’s The Emotional Construction of Morals is among the most significant of illuminations of human morality to appear in recent years. This embarrassment of riches presents the space-starved commentator with a dilemma: survey the book’s extraordinary sweep, and slight the textured argumentation, or engage a fraction of the argumentation, and slight the sweep. I’ll fall on the second horn, and focus mostly on Chapter 7, ‘The Genealogy of Morals’. Like Prinz , 1 I think that genealogical arguments have not, (...) despite their frequent appearance, received enough self-conscious discussion in ethical theorizing; I’ll try to extend Prinz’s amelioration of this neglect, by making some recurring themes explicit. In so doing, I indulge myself in a bit of therapy. I’ve always regarded genealogical arguments with certain ambivalence: genealogies frequently make a beguiling first impression, but just as often, when one gets to know them, their appeal turns out to be superficial. In articulating the contrasting uses to which genealogical arguments might be put, I hope to distinguish uses that deliver real substance from uses where the promise is not realized in the practice.Genealogical arguments are indelibly associated with Nietzsche, so it is unsurprising that Prinz in this chapter parts company with Hume, his usual muse, 2 and takes up, somewhat ambivalently , a Nietzschean torch. I won’t fret the historical details, nor will I trouble myself over where Nietzsche ends and Prinz begins; I’ll simply raise some general issues about genealogy and ethics. 3The Nietzschean insight, according to Prinz , is that ‘the values we currently cherish have a history’ and this history ‘may not be pretty’. Notoriously, Nietzsche was a bit grumpy about Christianity, and he supposed that tracing morality through the dark and labyrinthine history of the Church would unmask the attendant values …. One of the most enduring contributions of the Middle Ages to the history of Western intolerance is the myth that Jews practice the ritual murder of Christian children. From the twelfth century to the twentieth and from eastern Europe to North America Christians have accused Jews of conducting sanguinary rituals. These have included charges of sacrificing Christian children and collecting their blood for ritual purposes, as well as the commonly associated accusation of desecrating the body of Christ in the form (...) of the host sanctified in the mass. Not surprisingly the recent flowering of scholarly interest in the history of anti-Semitism and Christian-Jewish relations has yielded numerous studies of these charges in both medieval and modern times. It is shown that in a range of models, the probability that a forager dies from starvation is, to a good approximation, an exponential function of energy reserves. Using a time and energy budget for a 19g passerine, we explore the consequences, in terms of starvation and predation, of various levels of energy reserves. It is shown that there exists an optimal level L of reserves at which total mortality (starvation plus predation) is minimized. L increases when the environment deteriorates (...) as a result of a decrease in either temperature or mean gross gain or an increase in the mean search time. The effect of combined deteriorations is greater than the sum of their individual effects. At L, the probability of predation is much higher than the probability of starvation. A simple analytic model suggests that this result will be fairly general, but also indicates conditions under which the result might not hold. (shrink)
